In order to solve problems existing in the safety management of engineering projects,according to the characteristics of safety management of engineering projects,it was put forward to make risk assessment of engineering projects applying WBS-RBS principle,identify risk sources in the construction process,then strengthen the management of risk sources by "one law and three cards",prevent accidents in advance,lay stress on safety supervision and control,make full employment engage in safety management,prevent troubles before they happen.Practice has proved that the combination of WBS-RBS and "one law and three cards" is a special,practical,traceable and innovative safety management mode.
