Oceanic mineral resources are abundant in China.However,the property rights of oceanic mineral resources are less studied,even on the property rights market. Based on clearly defining the property rights of oceanic mineral resources,this paper analyzes the problem of owner monopoly holding oceanic mineral resources,its low utilization rate and the conflicts between it and other oceanic property rights,also gives the thoughts of establishing the mode of co-management,diversifying market main body and perfecting relative law.
