    摘要:

    剩余劳动力的迁移对于资源枯竭型城市解决严重的失业问题是非常重要的一条途径。实施跨区域迁移需要新的矿源地政府和相关企业的合作,并且需要考虑迁移成本和预期收益以及职工对新环境的认可。实现跨行业迁移的关键是对劳动者进行充分和有效的职业技能培训。现代农业和第三产业是跨行业迁移的重要选择方向。政府可以根据情况组织剩余劳动力进行集体迁移,并积极鼓励劳动者个人自发的进行跨区域跨行业的迁移。

    Abstract:

    The migration of surplus labor forces is a very important way to solve serious problem of unemployment in resource-exhausted cities in China.The interregional migration of surplus labor forces needs the cooperation of local government and relative enterprises in the new mine area.It also needs consider the cost and the expected income of migration and the acceptance of migrated employees on the new environment.The sufficient and effective professional skill training of labourers is vital to the inter-industry.Modern agricultural and the third industry are important options of inter-industry.It is main way to transfer the surplus labor forces of resource-exhausted cities to modern agriculture and tertiary industry.The government may organize collective migration of surplus labor forces and encourage the spontaneities of labourers to individually transfer to other regions or industries.
