This paper expounds the significance of transformation of government function on the economy transformation for resource-exhausted cities,analyzes the reasons for universally existed problem that government function is misplaced,offside and imperfect in this cities,and suggests some countermeasures to create a competitive developing environment for this cities,such as strengthening the macro-management functions of their government,weakening their micro-management functions,dividing their social management functions.
