Based on the modern successful experiences in venture capital investment in the western countries as well as on the international customs for venture capital funded exploration, this paper discusses the structure, function and operating environment of the operating mechanism for exploration venture capital. The paper also discusses the necessity, feasibility and approaches for establishing such an operating system in China .
