All mining enterprises are possessed of such specialities as long construction period and large investment etc.So,to master the objective rule of mine construction is very important.This paper discussed the guidelines for development of mines the guiding ideology for mine construction and the products of mines.The author's proposals will have a certain significance for guiding mineral development.
